Primary-level Party organizations are the foundation of all the Party's work, Xu Qifang, deputy head of the Organization Department of the CPC Central Committee, said at a press conference on Monday. The Press Center for the 20th National Congress of the CPC hosted its second press conference on October 17 in Beijing.
The primary-level Party organizations are "militant bastions" of the Party in the basic units of society, where all the Party's work proceeds and they serve as the foundation of its fighting capacity, according to the CPC Constitution amended and adopted in 2007.
