The Legislative Contact Station in Shanghai's Hongqiao Subdistrict was set up by the Legislative Affairs Commission of the National People's Congress Standing Committee in 2015 to encourage more people from all walks of life to take part in the lawmaking process. In November 2019, Xi Jinping visited Hongqiao and witnessed a consultation meeting regarding one specific draft law. He said people's democracy is a type of whole-process democracy. Since then, the concept of "whole-process people's democracy" has been embraced by the community. Locals say they're broadly engaged in public policy and the legislative process.
