Modernization becomes China's national strategy: 1964

In 1964, Chinese Premier Zhou Enlai announced four strategic goals of modernization at the third National People's Congress, with the aim of building a modern socialist society in agriculture, industry, defense, and science and technology. The target was to first establish independent and relatively complete industrial and national economic systems, and eventually achieve the four strategic goals so China could become a leading global economy.
