In December 1978, the third plenary session of the 11th Communist Party of China Central Committee decided to conduct the reform and opening-up policy. Under the general policy of reform and opening-up, a series of measures for economic reform were introduced. As a result, China has made big strides in its modernization process over the past four decades.
