Developed nations have failed to fulfill pledges on climate change funding, including a $100 billion per year pledge. Winston K.H. Chow, a senior environment expert, says that many vulnerable countries are mistrustful of wealthy nations due to their failure. To have a "loss and damage" fund take off at COP27 requires incredible cooperation that many countries do not expect to happen.
