Expert: Half of spending of U.S. midterm elections stays on local races

According to a new study by nonprofit OpenSecrets, which tracks data on campaign finance and lobbying, the total spending on state and federal races for U.S. midterms election this year will exceed $16.7 billion, setting a new record.
