UN Secretary-General Antonio Guterres on Monday called for massive support from donors to help Pakistan with a rebuilding effort from devastating floods, which is expected to cost more than $16 billion.

Guterres said Pakistan had been "doubly victimized" by climate chaos and a global financial system that denied middle-income countries financing and debt relief and stressed the need for creative solutions.

Last year's deadly floods claimed 1,739 lives, according to the Pakistani authorities.

Pakistani Prime Minister Shehbaz Sharif called for a new "coalition of the willing" to provide the country with a lifeline, saying it needed $8 billion over the next three years.

European Commission President Ursula von der Leyen said on Monday that the EU will provide 500 million euros (about $533 million) to support Pakistan's reconstruction plan.
