As China relaxed COVID-19 control measures, large hospitals have been under pressure amid the COVID surge. However, in Chaoyang District, Beijing, the multi-tier diagnosis and treatment system has helped ensure people's need for medical services and relieve the pressure on large hospitals during the peak period of COVID-19 infections.
Under this system, a medical alliance containing primary, secondary and tertiary medical institutions is formed. Community health centers serve as primary institutions and some Grade-A hospitals are tertiary institutions. All three levels of medical institutions have two-way referrals and information flow with each other.
