Death toll from Philippine rains, floods rises to 28

Heavy rains, which have triggered floods and landslides in the Philippines since January 1, had killed 28 people as of 6 a.m. on Monday, the National Disaster Risk Reduction and Management Council said.

Three people were still missing and more than 1.3 million people have been affected, the agency added.
