The EU and Ukraine signed a Memorandum of Understanding (MoU), which pledges the financing of 18 billion euros in loans for Ukraine in 2023, Valdis Dombrovskis, Executive Vice President of the EU, tweeted on Monday.
The first payment of 3 billion euros is to follow later this week, Dombrovskis said, adding that this will help Ukraine cover its pressing needs – with a stable flow of payments throughout the year.
