A rocket fell near a kindergarten as Russian shelling Kramatorsk City in the Donetsk region on Friday morning, Donetsk governor Pavlo Kyrylenko said on Telegram.
The Ukrainian official added that the consequences of the attack are being determined.
Russia has not responded to the accusation.
