Death toll from torrential rains, floods in Philippines rises to 40

The death toll from the effects of the northeast monsoon, low atmospheric pressures and the shear line that have battered the Philippines since January 2 has climbed to 40, the national Office of Civil Defense (OCD) said on Friday.
