The price caps imposed by the EU, G7 countries and Australia on Russian oil are officially in effect as of February 5. Professor Xu Qinhua, the executive dean of the Eurasian Research Institute, under Renmin University of China, says the EU's price cap sanction distorts the functioning of the market mechanism.
