Russian President Vladimir Putin has announced that Moscow is suspending its participation in the last major nuclear arms control treaty with the United States. Zhang Xin, associate professor from the School of Politics and International Relations at East China Normal University, says that military build-ups on both sides would prolong the Ukraine crisis.
