The 20th CPC Central Committee's second plenary session adopted a plan to reform Party and state institutions. Xia Lu, associate professor with the School of Marxism Studies under Renmin University of China, says that a plan for Party and state institutions is needed because it has to stay in line with social and economic reform that has been done.
