The Shanghai Municipal Civil Affairs Bureau launched the "Community Assistance Consultant" system in 2019 to guarantee people's basic quality of life. By establishing a comprehensive service team comprising of government agencies, professional institutions and outside consultants, the system provides policy guidance, agency referrals, mentoring, resource sharing, psychological counseling, social integration and other services for people in need.
CGTN Stringer joined Cao Yun, a community assistance consultant in Beixinjing street, on a visit to one beneficiary family to see how the system works.
