The draft amendment of China's Legislation Law stresses whole-process people's democracy during legislative process. Huo Zhengxin, the director of the Department of Strategic Development and Discipline Construction at China University of Political Science and Law, says that whole-process people's democracy means people's voice can be heard in every aspect and in every step of legislation.
