Xi's article on rural revitalization to be published

An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on advancing China's rural revitalization will be published on Thursday.

The article by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year's sixth issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.

In his article, Xi called for sound efforts in promoting the modernization of agriculture and rural areas, with the goal of building up the country's strength in agriculture.

The article stressed that ensuring the stable and secure supply of grain and important agricultural products has always been the top priority of building up China's strength in agriculture.

In terms of advancing rural revitalization, the article pointed toward the need to shift human resources, material resources, and financial support to it. 

Particular attention should be paid to local specialties, the article said, adding that whole-chain upgrading of rural industries and their market competitiveness can be promoted by relying on special agricultural and rural resources.

The article also stressed the need to rely on science and technology and reform to speed up building up the country's strength in agriculture. 

The country should focus on the frontier of world agricultural science and technology, vigorously promote the country's agricultural science and technology, and accelerate the realization of agricultural science and technology self-reliance and self-strengthening at higher levels, the article said.

It added that the country must also deepen rural reform, including improving land income distribution mechanism, strengthening rural collective asset supervision and removing institutional barriers between urban and rural areas so that farmers can share more of the fruits of reform.

It also stressed the importance of rural modernization, saying rural modernization and agricultural modernization should be promoted simultaneously as rural modernization is a must for and prerequisite to building up China's strength in agriculture. 

With the target of "ensuring basic modern living conditions in rural areas," development projects like public service facilities must be well organized and implemented, the article said, adding rural modernization is not only the enrichment of material life but also spiritual life, so the government should also promote cultural and moral progress in rural areas.

The article said that the Party's leadership must be firmly maintained over work related to agriculture, rural areas and farmers, and the leadership system and working mechanism must also be optimized to provide a strong guarantee for accelerating building up the country's strength in agriculture.
