Chinese military analyst Zhou Bo says China's Belt and Road Initiative is not a Marshall Plan, but a development plan coming from the world's largest developing country. He also told a CGTN forum on global security that China's military, the PLA, should restrict itself to non-war missions overseas even if it becomes one of the world's strongest militaries.
