Eldor Tulyakov, executive director of the Development Strategy Center of Uzbekistan, said, "complex measures and steps" and good governance practices are key to building a truly democratic state during the second "International Forum on Democracy: The Shared Human Values" held in Beijing on Thursday.
"Educating the society, ensuring civic participation, respecting customs and traditions of people, respecting their values and religious freedoms, ensuring human rights, respecting other countries are among many steps that need to be taken to build a purely democratic state," he said.
