As the most serious pandemic in the world in a century, the novel coronavirus crisis has been a grave challenge for all mankind. The pandemic undermines the economic and social stability of the world and also poses a serious threat to the life and health of people everywhere. The shadow of the pandemic has not yet gone and the ongoing military conflict between Russia and Ukraine, two "breadbaskets of the world," has once again caused severe volatility in global markets. The conflict between Russia and Ukraine, two of the world's leading exporters of agricultural products, has exacerbated worldwide shortages, pushed up prices and threatened global food security.
China's COVID-19 prevention and control entered a new stage in December of last year. During the three years of extraordinary fight against the virus, the Chinese government has always given priority to the health and safety of the people and flexibly and promptly responded. From emergency containment to real-time monitoring and regular pandemic prevention and control across the country, the government has vigorously promoted pandemic prevention and control and achieved positive results. China always puts people and lives first, adheres to the principle of seeking truth from facts and respecting science, and constantly optimizes and improves prevention and control measures according to the time and situation.
China has issued 10 editions of the prevention and control plan and 10 of the diagnosis and treatment plan to fight the virus with the stability of the prevention and control strategy and the flexibility of the prevention and control measures. That's been to buy precious time and maximum space for the smooth transformation of the fight against the virus. China has firmly grasped the strategic initiative in fighting the pandemic, keeping the death rate at the lowest level in the world, and effectively protecting people's lives and health.
At present, the geopolitical factors caused by the escalation of the conflict between Russia and Ukraine have had an obvious impact on global commodity supplies, and at the same time increased the uncertainty of inflation in major economies.
In the face of challenges to global food supplies, China has always attached importance to production and security. At present, China has put in place a system that includes basic farmland protection, land use controls, and a balance of cultivated land acquisition and replenishment. The system also includes a balance of cultivated land withdrawal that enhances the ability of farmland disaster prevention and mitigation, and consolidates and improves the overall grain production capacity.
China's total grain output in 2022 is 1.373 trillion metric tons, exceeding 1.3 trillion metric tons for eight years in a row. The country's per capita grain supply exceeds 480 kilograms, ensuring that "the Chinese people's rice bowl is firmly in their own hands." Therefore, even if the Russia-Ukraine conflict escalates, China's food demand can still be guaranteed.
In the face of the COVID-19 pandemic, solidarity with the international community is China's unchanging choice. Since the outbreak of the crisis, China has always put people and life first, and practiced the vision of a community of health for mankind with concrete actions. Over the past three years, China has supplied more than 2.2 billion doses of COVID-19 vaccines and hundreds of billions of supplies to more than 120 countries and international organizations. It also has sent medical teams to 34 countries to help the world fight the pandemic.
At the same time, China adheres to the principle of "fighting the pandemic together and recovering the economy with both hands" and actively advocates international trade liberalization. It regularly holds four major exhibitions, including the China International Import Expo, The China International Fair for Trade in Services, the China International Consumer Products Expo and the Canton Fair. The total volume of imports and exports of goods has continued to increase, and China's international export market share has ranked first in the world for 14 consecutive years.
While cooperating with the rest of the world, China has coordinated economic development and taken the lead in restoring normal operation of its supply chain. That has injected strong impetus to the stability and smooth flow of the global industrial and supply chains and the rapid recovery of the global economy. Due to the geopolitical impact of the pandemic and the conflict between Russia and Ukraine, the problem of world food security is extremely serious. In the face of adverse global food security prospects, China's bumper grain harvest ensures domestic food security and also contributes to the stability of the world food market. China advocates open trade in agricultural products and is gradually building a new pattern of agricultural opening-up. It also remains committed to promoting multilateral governance of food supply and trade, so as to provide a stable guarantee for global food security.
With the impact of the pandemic decreasing, geopolitical issues such as the Russia-Ukraine conflict and the risk of global inflation still exist, and the global economic and trade situation is not optimistic. It is imperative for all countries to shoulder their responsibilities and work together to overcome difficulties and create a better world. China should continue to give top priority to the health of its people in all of its policies, promote development and innovation and pursue cooperation and win-win results through opening-up. China will share huge market, investment and cooperation opportunities with the rest of the world and promote economic recovery and win-win outcomes for all countries.
