Montenegro's former minister of economic development Jakov Milatovic declared victory over long-standing incumbent Milo Djukanovic in the presidential run-off election held on Sunday.

Milatovic won 60.1 percent to Djukanovic's 39.9 percent, the Podgorica-based Center for Monitoring and Research (CEMI) declared, based on results tabulated from a statistical sample of votes cast.
