China's defense budget remains below 2% in spite of the war in Ukraine, a "calmness which represents confidence about itself, the environment and peace," says Zhou Bo, a senior fellow at the Center for International Security and Strategy, Tsinghua University. "Unless and until the worst scenarios came, and a prospect of peaceful reunification is exhausted for good, then China would have to use non-peaceful means."
