China's State Council, the country's cabinet, has discussed ways to improve policies and measures to help stabilize employment, according to a statement from a State Council executive meeting chaired by Premier Li Qiang on Friday.

A draft revision of the regulations on the management of commercial cryptography was also adopted at the meeting. It called for applying a holistic approach to national security and urged platform enterprises to protect users' passwords in accordance with laws to ensure the security of individual privacy, business secrets and sensitive government data. 

A healthy commercial encryption market is needed to better comply with the rapid development of the digital economy, it said.
