The United States and the Republic of Korea (ROK) jointly issued the Washington Declaration on 26 April, 2023, announcing that the U.S. will enhance the practical effect of its "nuclear umbrella" over the ROK through the mobile deployment of strategic nuclear submarines to the waters near the Korean Peninsula, the establishment of "the U.S.-ROK Nuclear Consultative Group" mechanism, and the addition of the U.S.-ROK military training and simulation exercises. The plan has aroused widespread concern in the international community.
