The China-Kazakhstan production capacity cooperation has boosted industrialization in Kazakhstan and provides a good demonstration and model for China to carry out production capacity cooperation with Belt and Road countries.

In 2014, a year after the Belt and Road Initiative (BRI) was put forward, Kazakhstan became the first country to reach an agreement with China on BRI "production capacity cooperation." China and Kazakhstan have also set up a $2 billion bilateral capacity cooperation fund to finance projects that will increase Kazakhstan's industrial development, create jobs and encourage local development.

With a cooperation list that includes 52 projects worth more than $21.2 billion, China and Kazakhstan have completed several major strategic projects, such as the 100-megawatt Zhanatas wind farm, the JAC automobile factory, and the modernization of the Shymkent Oil Refinery.

The Kazakhstan PKOP Shymkent refinery modernization and revamping project undertaken by China Petroleum Engineering & Construction Corporation has greatly improved the processing capacity and depth of crude oil for Kazakhstan.
