The European Union's foreign ministers discussed the 11th package of sanctions against Russia on Monday but failed to reach an agreement, according to an EU statement.

"We have to cut the circuits of circumventing sanctions because otherwise the sanctions are being weakened," EU High Representative Josep Borrell said after the meeting.
