Ukraine was likely behind the failed drone attack on the Kremlin earlier this month, the New York Times reported Wednesday, citing U.S. officials.

The U.S. has based its preliminary assessment off intercepted communications with both Ukraine and Russia, the Times report said, adding that the U.S. officials have a "low" level of confidence that the Ukrainian government directly authorized the Kremlin drone attack because intelligence agencies are yet to identify which specific Ukrainian units or operatives were involved.

Russia has accused the U.S. and Ukraine of being behind the drone attack on the Kremlin, which it said attempted to assassinate Russian President Vladimir Putin.

The U.S. and Ukraine have both denied involvement.
