Chinese President Xi Jinping sent a congratulatory letter, on May 25, to the 2023 Zhongguancun Forum (ZGC Forum) that is held in Beijing from Thursday to May 30. Themed "Open Cooperation for a Shared Future," the forum has attracted guests from more than 80 countries and regions, as well as nearly 200 foreign government departments, international organizations and institutions.

In today's interconnected world, the realm of technology knows no boundaries. Scientific and technological advancements have become instrumental in improving the quality of human life across the globe. With an emphasis on open collaboration and shared knowledge, countries strive to harness the potential of technology for the benefit of all.

Sci-tech advancements improve the quality of human life

Science and technological progress play a pivotal role for human progress. Through constant innovation and research, scientists and engineers strive to tackle the challenges faced by society.

From breakthroughs in medicine and healthcare to advancements in communication and transportation, technological innovation has accelerated at an unprecedented pace.

One of the most significant benefits of technology is that it can be used to improve the quality of human life. For example, technology can be used to develop new medical treatments, create more efficient ways of producing food, and provide access to education and information to people all over the world. In short, technology can be used to make the world a better place for everyone.

These advancements have not only improved the quality of life, but also facilitated global connections and collaborations.

China's remarkable high-tech achievements

In recent years, China has emerged as a global pioneer in high-tech development. China has made significant strides in various technological domains in a number of high-tech industries, such as world's fastest supercomputer, world's first 5G mobile network in the telecommunication sector.

One notable example is China's achievements in the field of artificial intelligence (AI). With substantial investments in research and development, China has established itself as a frontrunner in AI applications, ranging from autonomous vehicles to facial recognition technology.

Self-reliance and open cooperation

Under the global division of labor and collaboration model, efficient supply chains provide high-quality and affordable goods. For example, in the photovoltaic industry, China's mature and efficient industrial chain, and the scale effect of a massive domestic market (accounting for 36.4 percent of global demand for solar panels) enable China to contribute 28.7 percent of global manufacturing output It's not that other Western countries cannot produce photovoltaic cells; but it's challenging to provide high-quality products at such low prices with profitability. In short, they cannot match the combination of quality and affordability.

While everyone benefits from globalization, the United States believes it hasn't gained enough, hence its pursuit of de-globalization followed by a series of actions such as entity list, export controls, Chips and Science Act and investment restrictions.

The trend of de-globalization and decoupling has facilitated China to become more self-reliant in the field of technology. It recognizes the importance of maintaining technological sovereignty and reducing vulnerabilities, which is a challenge but also an opportunity for China to develop its own indigenous technologies and become a leader in the global technology market. Striking a balance between self-reliance and collaboration is crucial for countries to thrive in the evolving technological landscape.

China's success in high-tech development stems from its approach of self-reliance, fostering global cooperation. Recognizing the importance of technological sovereignty, China has made significant efforts to enhance its domestic capabilities. By investing in research and development, fostering innovation, and nurturing a talented workforce, China has created a conducive environment for scientific and technological progress.

Meanwhile, China also recognizes the value of international collaboration. The country actively seeks partnerships with other nations, promoting the exchange of ideas, expertise, and resources. Openness and cooperation serve as the foundation for mutually beneficial relationships, allowing countries to leverage each other's strengths and accelerate technological advancements. By embracing openness, China exemplifies the idea that technological progress should transcend geopolitical boundaries.

Deepening international cooperation in technological innovation

In an increasingly interconnected world, deepening international cooperation in technological innovation is essential and desirable.

The world is facing a number of major challenges, such as climate change, poverty, inequality, as well as cybersecurity threats and global health crises.

Technology can play a major role in addressing these challenges, and no single nation can tackle these issues alone. These challenges can only be solved through international cooperation through collective action and shared expertise.

Collaboration in technological innovation can take various forms, including joint research projects, knowledge-sharing platforms, and harmonization of standards.
