Iran says it has proposed to Saudi Arabia, three other Gulf states, India and Pakistan a plan to form a naval alliance soon. The United Arab Emirates announced last week that it had quit a U.S.-led maritime coalition, the Combined Maritime Forces, two months ago. Professor Wang Jin, a specialist in Middle Eastern Studies at Northwest University, says United States' influence is in decline in the region.
