Chinese Premier Li Qiang said on Monday that the biggest risk is non-cooperation and the biggest hidden security danger is non-development, stressing China always supports openness and cooperation.

Li made the remarks during his meeting with German President Frank-Walter Steinmeier in Berlin, where he is on an official visit and will co-chair the seventh China-Germany inter-governmental consultation with Steinmeier.
