Expert: Japan has obligations to consult with the world on its discharging plan

The head of the International Atomic Energy Agency met with government officials and locals in Fukushima to try to reassure them about the Japanese government's imminent release of more than one million tonnes of treated radioactive water into the sea. Shen Yiyang, director of the Inclusive Development Research Center, says that Japan needs to consult with neighbor countries before any discharging of pollutants into the sea.
