China voiced concern over the U.S.'s plan to send cluster bombs to Ukraine on Monday, saying the irresponsible transfer of cluster bombs is likely to cause humanitarian issues.

It is necessary to balance humanitarian concerns with legitimate military and security needs, Chinese Foreign Ministry spokesperson Mao Ning said during a regular press briefing.

She urged relevant parties to exercise constraint regarding the transfer of cluster bombs, stop adding fuel to the flame or heightening the conflict, which would further worsen the Ukraine crisis.

Mao reiterated that China believes dialogue and negotiation are the only viable ways to solve the Ukraine crisis.

The U.S. announced on July 7 that it would send Ukraine cluster munitions as part of an $800-million security package, drawing opposition from several countries and international organizations.

Cluster bombs have been banned by more than 100 countries due to the danger they pose to civilians. They typically spread dozens of tiny bomblets that can kill indiscriminately over a wide area.
