China has launched a three-year campaign to create jobs and boost consumption, with thirteen departments collectively issuing an action plan on Wednesday to encourage local business cultivation.

Specifically, the plan includes providing shopping, dining, and household services within a 5-10 minutes' walk from residents' homes.

Authorities including the Ministry of Commerce and the Ministry of Human Resources and Social Security hope that this plan will rapidly boost consumption in cities nationwide by 2025, with a residents' satisfaction rate of over 90 percent.

The plan encourages the entrance of branded convenience stores, breakfast shops, and standardized vegetable markets into communities.

It also promotes multi-generational community sustainability through the construction of community elderly care service facilities. This includes canteens for senior citizens and nursing stations, as well as home visits for those who have trouble walking.

Additionally for families, the plan supports the construction of childcare facilities in community commercial centers and the building of standardized childcare institutions, providing affordable childcare options.

Official data shows that China's national jobless rate in urban areas was 5.2 percent in May with the unemployment rate for the age group 25-59 in decline for three consecutive months. Significant employment pressure still persists however, especially for young people.

The plan aims to promote employment and increase the income of residents by creating a business-friendly environment. It suggests making company registration and license applications easier and removing barriers for cross-regional operations.

It voices support for college graduates in starting businesses and finding employment in creative and cultural industries, as well as providing services for retirees who wish to continue working.

Support for companies with micro-profits or that operate in the public welfare-oriented sector through measures, such as rent reduction and financial subsidies, has also been encouraged.
