The new NATO-Ukraine Council held its first meeting on Wednesday. The U.S. and the UK called Ukrainian President Volodymyr Zelenskyy "ungrateful" after he branded NATO's decision to delay membership to Ukraine as "absurd." Professor Teng Jianqun, director of the Center for Diplomatic Studies at Hunan Normal University, says that Zelenskyy shouldn't be surprised by the decision.
