China and the U.S. should promote bilateral ties back to a healthy development track and jointly promote the full and effective implementation of the Paris Agreement, Chinese Premier Li Qiang said during a meeting with U.S. Special Presidential Envoy for Climate John Kerry on Tuesday.

Multilateralism should be practiced and the goals and principles set out in the United Nations Framework Convention on Climate Change and its Paris Agreement should be adhered to, Li said.

In order to shoulder their respective responsibilities and abide by the principle of common but differentiated responsibilities, developed countries should take the lead in reducing emissions and fulfilling their financial commitments as soon as possible, while developing countries should make contributions within their capacity, he said.

Li called for the sharing of scientific and technological achievements, and promoting global green and low-carbon transition. He also urged developed countries to provide more technical support to developing countries.

He expressed hope that China and the U.S. will continue to uphold the spirit of cooperation, respect each other's core concerns, seek common ground while reserving differences through full communication, explore more pragmatic institutionalized cooperation, and promote the multilateral climate governance process.

Noting that the U.S. and China are the world's top two economies and top two carbon emitters, Kerry said the U.S. hopes that the U.S.-China ties will remain stable, and is willing to strengthen cooperation with China to jointly address pressing global challenges such as climate change and promote the success of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change.
