China 'deeply regrets' Japan's chip export controls

China deeply regrets and is dissatisfied with Japan's introduction and implementation of clearly targeted export control measures against China and has made solemn representations to the Japanese side at different levels, Foreign Ministry spokesperson Mao Ning said on Monday.

Following the U.S., Japan introduced export controls on 23 crucial chip-manufacturing items, and the measures took effect on July 23.

In recent years, certain countries have politicized economic and trade issues, including the misuse of export control measures. They have also frequently used administrative means to push for decoupling in high-tech fields, Mao noted.

These wrong practices are contrary to the laws of the market economy and violate the principles of free trade and international economic and trade rules, she said. They not only let the relevant enterprises suffer losses but also affect the security and stability of regional and even global semiconductor industrial and supply chains, Mao added.

China urges the Japanese side to look at the overall situation of China-Japan economic and trade cooperation and its own long-term interests, abide by international economic and trade rules, refrain from abusing the export control measures and avoid interfering with the normal semiconductor industry cooperation between the two countries, she said.

China will pay close attention to the impact of the export control policy and firmly safeguard its own interests, she added.
