UN official: Fighting terrorism should comply with international law

The fight against terrorism should comply with international law, a United Nations official said on Monday.

Raffi Gregorian, deputy to the UN undersecretary-general at the UN Office of Counter-Terrorism (UNOCT), made the remarks while briefing a Security Council meeting.

He noted that both the Security Council and the UN General Assembly, on several occasions, have said that compliance with international law, including international human rights law and international humanitarian law, is the bedrock of the fight against terrorism.

"Any action that contravenes these higher legal obligations and moral imperatives undermines the global fight against terrorism," he said.

At the Security Council meeting, representatives of Russia and Ukraine traded accusations over the other country's act of terrorism in the Russia-Ukraine conflict.

Across the globe, the UNOCT leads and coordinates an all-of-UN approach to prevent and counter terrorism and violent extremism.

But Gregorian pointed out that the General Assembly does not provide the office the mandate to investigate or ascertain the conduct of states and other actors, nor to determine what constitutes an act of terrorism.
