'We Talk': Residents still await help after Storm Hilary lashes California

Tropical storm Hilary flooded streets, downed power lines and triggered mudslides across Southern California on Monday after unleashing record-breaking downpours overnight. It was the first tropical storm to hit Southern California in 84 years. California Governor Gavin Newsom proclaimed a state of emergency, and officials urged people to finish their preparations before sundown Saturday.

Sam, a ranch owner in one of the hardest-hit areas of California, is still unsure whether his damaged property will be covered by insurance, and the help of the local authority has been slow to arrive. He is currently cleaning up after the storm, strengthening his house and waiting for a damage assessment. He says he can only rely on undamaged infrastructure, and other things can only be done step by step.
