China's Ministry of Finance published a notice on strengthening the implementation of supportive fiscal and tax policies to promote the high-quality development of small and medium-sized enterprises (SMEs) on Thursday.

The notification underlined the importance of fully implementing targeted and preferential tax and fee policies for SMEs.

The preservation of these measures was given great emphasis, guaranteeing that necessary taxes and fees are minimized to the maximum extent possible, effectively invigorating and empowering the growth and development of SMEs.

To ensure compliance with laws and regulations, local governments are required to collect fiscal revenues according to law and promptly publish the catalog of government fund and administrative charges. Any arbitrary increase in charging items, expansion of collection scope, or raising of collection standards beyond the catalog is strictly prohibited.

The notification also highlighted the importance of tailoring supportive policies to local conditions. It encourages local authorities to adopt locally specific measures, in order to alleviate difficulties faced by local SMEs and drive their healthy and high-quality development.
