Members of Spain's female football team, the fifth team to win the FIFA Women's World Cup, have signed a joint statement saying they refuse to play another international game until Luis Rubiales, president of the Spanish Football Federation (RFEF), is removed for kissing a teammate without her consent.

Hours before the statement was released, Rubiales told a RFEF meeting that he would not resign despite misconduct allegations after he kissed Spanish midfielder Jenni Hermoso on the lips after the team's 1-0 victory against England in the World Cup final.

The sport's international governing body FIFA said it will open an investigation into Rubiales' behavior.

Rubiales was also spotted celebrating in the directors' box, making an obscene gesture a short distance from Queen Letizia of Spain and the 16-year-old Princess Sofia.

He claimed to be a victim of "social assassination," and insisted the kiss with Hermoso was "mutual" and "with consent," and that he "would not resign."

Hermoso later denied Rubiales' claim, saying "I will not tolerate that my word is questioned," and was supported by her teammates on social media.

Real Betis star striker Borja Iglesias also said that he would not play for Spain again as long as Rubiales remains RFEF president, while several Spanish clubs including Barcelona, Real Madrid, Sevilla, Athletic Club Bilbao, Getafe and Racing de Santander have all issued statements urging Rubiales to step down.

Victor Francos, president of Spain's Upper Sports Committee, said his organization will take the case to the Administrative Sports Tribunal, aiming to suspend Rubiales from his position. The Spanish state prosecutor will also present charges of "sexual aggression" against Rubiales at the Spanish national court.
