In the aftermath of the Fukushima nuclear disaster, the Japanese government established two specialist sub-committees made up of government officials and experts. "No matter how good a system is problems can occur if it's not used correctly. What concerns me most is Tokyo Electric Power's technical competence in applying ALPS rather than ALPS itself," said Ryuichi Kino, a Japanese journalist.
