Now in his 90s, Luo is known for his vibrant and refreshing painting style and his contributions to the field as an educator. In 1956, Luo was sent by the Chinese government to study in Czechoslovakia. After completing his studies and returning to China in 1960, he taught at the Zhejiang Academy of Fine Arts and then at the Minzu University of China, nurturing many artists and oil painting teachers in China's contemporary art scene and the field of art education.
