The Third China-Africa Peace and Security Forum has kicked off in Beijing. Delegates from almost 50 members of the African Union, most of them ministers of defense, are attending the gathering. Chinese State Councilor and Defense Minister Li Shangfu delivered a keynote speech at Tuesday's plenary session.
