United States Secretary of State Antony Blinken spoke with Azerbaijani President Ilham Aliyev on Nagorno-Karabakh situation and called on Azerbaijan to refrain from further hostilities and to provide assurances to residents of the region as thousands flee after last week's tension, the U.S. government said Tuesday.
