German Foreign Minister Annalena Baerbock on Monday called for creating a strategy to insulate Ukraine from the fallout of the campaign of Russian strikes on Ukraine's energy grid this winter.

"Ukraine needs a winter protection plan of air defense, generators and a strengthening of the energy supply," she told reporters in Kyiv as European foreign ministers gathered in the Ukrainian capital for an informal meeting on Monday.
