When the Paris Climate Agreement was reached at COP 21 in 2015, it was generally agreed that Chinese President Xi Jinping, by persuading hesitant states to accept it, had played a pivotal role. This was highlighted by COP 21 President Laurent Fabius, who said, "Obviously, the personal efforts of… especially the Chinese president, were very important." Fabius has also praised China's subsequent efforts to implement the Agreement, citing the commitment in the 14th Five-year Plan to reducing the country's reliance on coal.
