The China Coast Guard (CCG) says that the Philippines is responsible for its vessel bumping a CCG ship. The CCG said it conducted control measures over four Philippine vessels that attempted to deliver construction materials to an illegally "grounded" Philippine warship at Ren'ai Reef in China's Nansha Islands. One of the Philippine vessels ignored China's warnings, and deliberately veered towards the coast guard craft, which was sailing normally. The CCG said the Philippine vessel violated the International Regulations for Preventing Collisions at Sea.
