China and Vietnam have robust cultural exchanges. China's Confucius Institute at Hanoi University is popular with the Vietnamese. Official data shows 27,000 Vietnamese students studied in China between 2021 and 2022. But away from the capital, the border towns are also hubs of people-to-people exchanges.
