Chinese Premier Li Qiang has visited Jishishan County, epicenter of Monday's earthquake, in northwestern China's Gansu Province. He called for the living conditions of the affected to be improved by all means possible. He said ensuring the locals stay warm and see the winter out in safety is a priority. The premier also called for a reconstruction plan to be drawn up to help prevent disaster-triggered poverty and improve people's lives.
